PAEC at the forefront of popularizing science among youth, sponsors budding scientists to meet Nobel Laureate


PAEC-initiated program for the interaction of talented Pakistani Graduates with Nobel Prize Winners in Science is successfully underway. In this joint venture with HEC, 8-10 bright young scholars are selected in a country-wide competition for participation in the annual meetings of Nobel Laure.ates in Germany. 

This year, eight candidates were selected for participation in the 58th Meeting in Lindau (Germany) but due to large number of applications (more than 20 thousand), the Lindau Council finally picked five candidates from Pakistan. They are Abdullah Yar, University of Science and Technology, Kohat, Rana Muhammad Arif Khalil, Bahauddin Zakariya University, Multan, Sumera Javeed, PINSTECH, Islamabad, Waqas Ahmed Qazi, Institute of Space Technology, Islamabad, Zia-ur-Rahman, PINSTECH, Islamabad.


Before leaving for Germany, an Orientation Camp was organized at Pakistan Science Foundation in which eminent scientists of the country like Prof. Dr. Atta-ur-Rahman, Chairman HEC, Dr. Ishfaq Ahmad, President Pakistan Academy .of Sciences, Mr. Anwar All, Chalrman PAEC, Dr. .Javed Arshad Mirza, former Chairman, KRL, Mr. Ghulam Nabi, Member Technical, PAE.C, Dr. Shoaib Ahmed, Member Physical Sciences PAEC, Dr. S. Sohail H. Naqvl, Executive Director HEC, Dr. Mahmud- ul-Hassan Butt, Vice Chancellor, Allama Iqbal Open University, Ms. Katharina Lack, Head of Cultural Section, German Embassy, Dr. N. M. Butt, Chairman PSF and Mr. Waqar A. Butt, Project Coordinator, PINSTECH addressed the candidates.


 emphasis was how to effectively interact and get maximum benefit from the legendary scientists.

The Group reached Germany on 27th June 2008 and visited various physics and material science laboratories at the Karlsurhe Research Centre. They reached Lindau (the Meeting Venue) on 28-06-2008, where, the inaugural ceremony was held at the Congress Hall called Inselhalle. Twenty-four Nobel Prize Winners in the field of Physics and more then 550 young scientists from 67 countries were present.

The general format of the scientific program was 3-4 lectures by the Laureates In specific areas of their interest before lunch time. In the afternoon, there were question/answer sessions and face-to-face discussions with the Laureates. Although, this year, the conference was mainly devoted to the subject of Physics, yet there were a few Laureates in Chemistry and The Medicine.


The Pakistani delegation invited three Nobel Laureates, Prof. Douglas Osheroff, Prof. von Klitzing and Prof. Brian Josephson as well as Prof. Feinendegen (former Vice-President of Lindau Nobel Laureates Council) to discuss the possibilities of fellowships/ placements of our talented graduates in advanced laboratories of the world. These Laureates were also invited to visit Pakistan and to benefit our young scholars for the advancement of Science in the country. It is intended to hold the 3rd Meeting of Nobel Laureates present. in Islamabad/Lahore by the end of March 2009 for motivation and inspiration of our talented youth to adopt research careers in science and high-tech research.

Orientation Course for the second batch on International Relations Analysts in PAEC  


Inaugurating the Orientation Course for the second batch of International Relations Analysts at the newly established International Relations Office at the PAEC, Mr. Ghulam Nabi, Member (Technical) stated that Pakistan Atomic Energy Commission has maintained high standards of recruitment and performance and its splendid achievements is the result of this consistent policy. Also present on the occasion were Dr. Shoaib Ahmed, Member (Physical Sciences), PAEC, Ambassador Ali Sarwar Naqvi, Member (CAC), PAEC, Mr. Anwar Habib, Member (Corporate), PNRA, Raja Abdul Rehman, Deputy Director (IAEA Affairs), PAEC and Air Commodore Khalid Banuri, Director Arms Control and Disarmament Affairs (ACDA), SPD. 

Emphasizing the significance of inducting IR Analysts in strategic organizations (PAEC, PNRA, SPD), Mr. Ghulam Nabi hoped that the same high standards will be maintained by this new cadre. Nuclear related international relations, he said, formed a vital component of global politics, having important ramifications for strategic organizations in Pakistan. With this new group of experts, well versed in international relations and having basic understanding of technical and regulatory aspects of nuclear matters, strategic organizations like PAEC shall be better equipped to safeguard the country's interests.

Ambassador Ali Sarwar Naqvi, Member (CAC), PAEC expressed his satisfaction at the


induction of IRAs in strategic organizations and explained the concept and role of the International Office and the functions to be performed by the International Relations Analysts pertaining to nuclear matters. Such outfits has been developed in countries like the United States, United Kingdom, France, Japan, China and India, he said. 

In his welcome address, Mr. Raja Abdul Rehman said that although the PAEC did have people assigned with duties relating to foreign policy issues, the growing complexity of nuclear related international relations demanded more focus and study.

The International Relations Office has been established within PAEC for the purpose of monitoring international relations relating to nuclear related matters. This will allow the Commission to develop an in-house group of experts and enable it to give valuable policy input to government in this field. Similar induction of International Relations Analysts has also been made at PNRA and SPD. The Analysts in all the three organizations are expected to work in coordinated manner in order to develop expertise across a wide ambit.

The Orientation Course is designed to introduce the new inductees to regulatory, scientific and political aspects of nuclear related international relations. A distinguished group of experts from PAEC,PNRA and SPD delivered lectures during the course.

Chasma Nuclear Power Plant-1 RFO-5 underway  


CHASNUPP-1 completed its 5th operating cycle on August 3, 2008. During the cycle, plant achieved availability & capacity factors of 95.6% & 91.5% respectively with gross generation of 3271.5 GWh (net export = 3021.32 Gwh).

A kickoff ceremony was held on August 2, 2008 to mark the start of 5th Refueling Outage. In his keynote address on the occasion, Mr. Safder Habib, Director General (C-1) emphasized on safety, work quality and timely accomplishment of all the assigned jobs. A large number of plant personnel, foreign and local contractors attended the ceremony.

A total of about 3300 jobs are identified to be performed during the outage with 226 (- 7%) of these are awarded to foreign contractors, 296 (- 13%) to local contractors and 137 jobs entrusted to other PAEC establishments. C-1 personnel are performing 2632 (- 80%) jobs themselves besides providing overall control/coordination of the outage schedule  and corrective maintenance jobs that may 


arise during the course of the outage and plant re-startup activities. 

Before commencement of refueling outage, some of the major tasks were successfully completed by plant personnel indigenously like replacement of 3rd seal of Reactor Coolant Pump-A and overhauling of Circulating Water Pump. It is worth mentioning that C-1 personnel, for the first time, are performing the maintenance jobs of primary area (Reactor & its auxiliaries) including complete refueling operations & seals replacement of Reactor Coolant Pumps. Also, they are performing most of the major jobs of secondary side including overhauling of some major pumps. One of the major achievements made so far is the fuel unloading operation performed safely and successfully on their own.

During this outage, a major modification on Irradiation Surveillance Capsules (ISCs) is to be carried out. Installation of Loose Parts Monitoring System (LPMS) by indigenous efforts of PAEC is another milestone to be achieved.

PAEC'S ICCC organizes a professional Training program in Networking   


To enhance the technical skills of the persons currently managing LAN/Internet services at the respective PAEC sites/establishments, Networking and IT Solutions (NITS) Division of Instrumentation Control & Computer Complex (ICCC) held a one- week course titled "Professional Training Program in Networking" in May 2008. The course was organized at PAEC's Computer Training Centre (CTC) in two batches from June 16 to June 20, 2008 and from July 28 to August 01, 2008 respectively.

The primary goal of the course was to educate and provide hands-on training in Wide Area Networking (WAN) for effective inter-establishment communications.

A total of 35 scientists/engineers from 25 


establishments of PAEC attended the trainingcourse containing 10 lectures and 5 hands-on sessions. Main focus of the lectures was the effective use of inter-networking devices namely switches and routers. 

In the concluding session on August 01, 2008, Director, CTC, Dr. Ms Naseem A. Bhatti awarded the certificates to the participants. She commended the efforts of ICCC for organizing the course successfully. The NITS Division, ICCC plans to conduct such professional training programs, seminars and workshops to cover advance topics of System (Linux) Administration, Network Security, Network Design, Grid Computing etc. on regular basis. The division also trains local manpower responsible for network administration of the respective sites.

 
NIAB hosts second National Conference on Cotton Production   

Nuclear Institute for Agriculture and Biology (NIAB), Faisalabad hosted the 2nd National Conference on Cotton Production on May 5-6 2008. The conference was inaugurated by Mr. Syed Fakhr-e-imam, former Speaker National Assembly. Speaking on the occasion, Mr. Imam said that cotton is among the most important cash crops contributing towards national economy. Due to wide-spread infestation of Cotton Leaf Curl Virus disease and Mealy bug in the country, cotton crop suffered badly during 2007-08 resulting in heavy losses. It was, therefore, very timely to provide the scientists and other stakeholders a forum to exchange their knowledge and experiences. He appreciated the contributions of NIAB in agricultural research, particularly in crop improvement. This institute has so far 

evolved 25 improved varieties of different crops including 7 of cotton.

About 100 participants including scientists, policymakers, farmers and representatives of business community from all over the country attended the conference. During the 2-day deliberations, 25 eminent experts in cotton research and production presented their findings. Dr. Abdul Rashid, Member (Biosciences) also participated on second day and chaired the techinical session followed by a panel discussion to devise effective strategies to boost cotton production. Dr. Rashid expressed the hope that the recommendations synthesized in the conference will help meet the national targets for cotton production in the coming years.

PAEC Physician Co-authors International Medical Book  

Dr. Durr-e-Sabih, Director MINAR has co-authored the 3rd edition of the internationally acclaimed book "Differential Diagnosis in Abdominal Ultrasound".

The first edition was published in 1990; it quickly became a medical best-seller and was soon translated into Spanish. The book provides a summary of core knowledge of abdominal ultrasound and also has an extensive list of gamuts of differential diagnosis.

The book has been published and is being distributed by Elsevier, the largest medical publishers of the world. The 3rd edition features a large number of figures and actual ultrasound scans and is a good resource to be kept readily available during any ultrasound session.

Successful Commissioning/Dry Run of PARAS FOODS Irradiation Plant

 


In order to reap benefit from the PAEC expertise in the field of Gamma Irradiation, an MoU was signed between ATCOP (a subsidiary of PAEC) & PHDEB (Pakistan Horticulture Development & Export Board) in June, 2004 for establishment of a number of Food Irradiation Plants in the country jointly. Al-Technique Corporation of Pakistan is engaged in the Irradiation Business since 1987 through its facility known as PARAS (Pakistan Radiation Services) at 18 KM, Multan Road, Lahore. The PARAS FOODS Irradiator has also been housed there to get benefit from the available land, infrastructure with the understanding that overall management including Technical Operation & Maintenance is the responsibility of PAEC through ATCOP and PHDEB to facilitate Marketing.

The project was approved in October 2004 by the Board of Administrators of Export Development Fund Managed by the then Export Promotion Bureau under Ministry of Commerce. The completion period of the Project was 2 years.

In pursuance of the approval, a corporate entity viz; PARAS FOODS (Pvt.) Ltd. was incorporated in December, 2004 having three Directors on the 

 
Board from each party. Funds were received in January, 2005 & Contract was awarded to PAEC’s Directorate of Scientific and Engineering Services (SES).

PAEC mobilized its proven capabilities, resources and expertise built over the years for taking up the challenge of indigenization concerning design, fabrication, erection, installation and commissioning of this high-tech facility.
It is important to place on record the appreciation for their services rendered by PAEC/ATCOP in successful completion of the plant. PAEC’s land and existing infrastructure is valued at Rs 45.0 million, in addition to its cash investment of Rs 31.0 million along with Rs.60 million allocated by EDF. 

PARAS FOODS Plant is ready in all respects and is undergoing Dry Runs as the hot commissioning will be undertaken after loading of the Cobalt-60 source. It is expected that the Gamma irradiation treatment of Onions / Potatoes / Spices, etc. will start by the end of October, 2008 and hopefully the mangoes from next season.

One-day International Seminar on Nano-Photonics  


Directorate of National Institute of Lasers and Optronics (NILOP) organized a one-day International Seminar on Nano-Photonics held at PINSTECH on 11th June 2008. The former Director General, PINSTECH, Dr. N.M. Butt who is currently the Chairman of Pakistan Science Foundation as well as the Chairman of National Commission on Nano-Science and Technology, Prof. Dr. M. Yasin Raja and Prof. Dr. M. Ali Hasan, the senior members from the Centre of Optoelectronics and Optical Communications UNC, Charlotte, USA delivered lectures related to the applications of nano-technology, and the fabrication of quantum (nano)-devices. Dr. Mustanser Jehangir, DG PINSTECH, elaborated the significance of the seminar in his address. The seminar was coordinated by Dr. Arshad Mahmood, Project Director, Nano-devices Labs. A strong collaboration has been established between PINSTECH and UNC Charlotte, USA.

NIFA Bio-Geyser wins 1st Prize  


Bio-Geyser is a cheap and environment-friendly tool to heat water by utilizing the heat generated during the microbial decomposition of agro-wastes (green weeds, lawn clippings, crop stalks and waste of fruits and vegetables) instead of electricity or natural gas/wooden fuels. 

The Bio-Geyser, designed by Scientists of PAEC’s Nuclear Institute for Food & Agriculture (NIFA), Peshawar, won the 1st prize among the research institutions in the 1st General Public Science Model Competition organized by Directorate of Science and Technology, Government of NWFP, Peshawar held at Pakistan Forest Institute, Peshawar on June 27-28, 2008. The 1st prize was awarded to NIFA by Qazi Asad, NWFP Minister for Science & Technology and Higher Education (S&T and HE) at the concluding session of the exhibition. The prize included Trophy, Distinction Certificate and Cash Award.

NIFA develops an effective technology for control of House Flies  


Scientists of Entomology Division, Nuclear Institute for Food & Agriculture (NIFA), Peshawar have developed an effective and safe 'Bait Technology' for the control of House Flies at homes, restaurants, shops and poultry farms. 

The house flies, also called "Filth Flies", are not only a nuisance by their presence, but cause and spread many human and animal diseases. They breed on rotting wastes of animal, vegetable, and fruits. From these materials, they pick up bacteria and viruses. Hence, they serve as vector of deadly diseases of human and animals
like conjunctivitis, poliomyelitis, typhoid fever, tuberculosis, anthrax, leprosy, cholera, 

 


diarrhea and dysentery. These flies may also act as intermediate hosts for parasitic poultry tapeworms and parasitic roundworms of horses. 

House flies can be controlled efficiently through the use of attractive baits developed by NIFA. The principle of the bait technology is to attract flies from the surrounding to a poisoned (pesticide) food lure applied to an absorbent paper card of 11x13 cm. Feeding on the bait causes extinction of the flies within 30 seconds. In addition to economic edge, the bait has another advantage over available products in the market that it does not have a bad odor and can be applied both for indoor and outdoor purposes. The gadget is now available at an affordable price at the institute.

 
Honor for PIEAS Faculty Member  


Dr Muhammad TufailHigher Education Commission (HEC) Pakistan has declared “Best University Teacher Award-2007” for Dr. Muhammad Tufail, DCS, Dean (Engineering) of PAEC’s Pakistan Institute of Engineering and Applied Sciences (PIEAS). He is also a recipient of  Presidential Award Izaz-i-Fazeelat. Dr. M. Tufail has published more than 100 research papers. In Environmental Sciences, he is the only Pakistani whose name appeared in the book “Leading Scientists and Engineers of OIC Member States”, COMSTECH-2008. 

 
HMC-3/SES Engineer awarded Ph.D. degree  


Dr. Asim Maqsood, Principal Engineer, HMC-3 has been awarded Ph.D. degree by the Queen's University, Kingston, Canada for his work on subsonic air to air ejectors. These ejectors are used in the exhaust of gas turbines.

His research work will be useful in reducing the infrared signatures of aircrafts and ships and in engine space ventilation and this study was funded by the Ministry of Science and Technology through TROSS Scholarship Scheme.  

 
Ph.D. degree for PAEC Scientist  


Muhammad Hanif, Senior Scientist and laboratory Incharge at Karachi Institute of Radiotherapy and Nuclear Medicine (KIRAN) has recently completed his research work leading to the award of Ph.D. from department of Microbiology, University of Karachi announced on August 13, 2008. The title of his thesis was 'Molecular characterization of indigenous strains of Helicobacter pylori causing gastrointestinal ulcer, adenocarcinoma and lymphoma of stomach'. The work has been published in FAO journal and data has been presented in international conference as well.

Mr. Anwar Ali, Chairman, PAEC as Governor from Pakistan attended the Meeting of the IAEA Board of Governors held at Vienna, Austria from 02-06 June 2008.

 
Assignment of PAEC Experts Abroad  


Mr. Iqbal Hussain Khan, Deputy Chief Engineer, IAD, Pakistan Institute of Nuclear Science & Technology (PINSTECH), Islamabad undertook assignment as an IAEA Expert for Task: 1st Conference and 2nd Coordination Meeting under Project Radioisotope Applications for Troubleshooting and Optimizing Industrial Processes (AFRAIV-10) at Accra, Ghana from 16-17 June 2008.

Dr. Manzoor Ahmad Choudhry, Deputy Chief Engineer, Head IAD, PINSTECH, Islamabad undertook assignment as an IAEA Expert for RCA Regional Training Course on Application of Isotope and Geochemical Techniques to Surface Water-Groundwater Interactions and Contaminant Transport at Daejon, Republic of Korea from 16-21June 2008.

Mr. Javaid Hussain, DCE, Atomic Energy Minerals Centre, Lahore proceeded to Daejon, Republic of Korea for participation in IAEA Steering Committee Meeting on Tsunami from 23-27 June 2008.

Mr. Waqar Murtaza Butt, Director General, Karachi Nuclear Power Complex (KNPC) K-1, Karachi undertook visit as National Consultant at IAEA Headquarters, Vienna (Austria) from 11-12 July 2008 for mutual discussion and at M/s. TECNATOM, Spain from 14-15 July 2008 under Project: Improving Safety Features of KNPC (Phase-II).

Mr. Hamid Mahmood, Senior Director, Directorate of Nuclear Power Engineering Structures (DNPES), Islamabad undertook assignment as leader of three members Expert Mission for National Meeting on Site Selection and Evaluation for Nuclear Power Plants at Algiers, Algeria from 06-10 July 2008.

 
Appointment Abroad  


Mr. Muhammad Babar Imran, PMO, PINUM, Faisalabad has been appointed as Consultant at King Khalid University Riyadh, Saudi Arabia for a period of one year. He proceeded to Saudi Arabia for undertaking above assignment on 10-07-2008.

 
Training of Foreigners under IAEA Program  


M/s. Osman Le Shariff Afdallah, Mohamed Lemine Ould Meffed and Mhd. Nezar Alhajjar (Qatar Nationals) are undergoing fellowship training in the field of Soil & Water Management and Crop Nutrition at Nuclear Institute of Agriculture and Biology (NIAB), Faisalabad for the period from 01-07-2008 to 31-08-2008 under IAEA Technical Cooperation Program. 

 
PINSTECH Scientist awarded Ph.D. Degree  


Dr. Muhammad Iqbal Principal Scientist, Physics Division, PINSTECH has been awarded Ph.D. degree in the emerging field of amorphous materials by Institute of Metal Research, Shenyang China. The work was supervised by Prof. Zhuang-Qi Hu, Academician, Chinese Academy of Engineering and Co-supervised by Prof. Haifeng Zhang, Shenyang, China and Dr. Javed Iqbal Akhter, Head Physics Division PINSTECH. The title of his thesis was “Design, Synthesis and Characterization of Zr and Fe-based Bulk Amorphous Alloys”. He was also awarded “Distinguished International Students Award” for the year 2007 by Chinese Academy of Sciences for his excellent research output.

The Director of WANO, Tokyo Center, Mr. Takashi Shoji along with Member (NPG) and Director (DNPO) visited KANUPP on 20th June, 2008. During the meeting with KANUPP management, he discussed matters related to Peer Review and other forms of technical support to be extended by WANO TC.

Honor for PAEC Engineer  


It is an honor for PAEC’s Pakistan institute of Engineering and Applied Sciences (PIEAS) faculty that Dr. Idrees Ahmad, Principal Engineer, Department of Nuclear Engineering has contributed to a book chapter entitled: Unstructured Adaptive Mesh MOL solvers for Atmospheric Reacting-Flow Problems, in: Adaptive Method of Lines. This monograph is the first advanced text on the Method of Lines (MOL), offering an outstanding opportunity to discover new concepts, learn new techniques and explore a wide range of applications. This book has been published by CHAPMAN & HALL/CRC, Boca Raton, Florida.
  

 
PAEC’s Pakistan Welding Institute contributes skilled human resource 
to the national industry
 


Pakistan Welding Institute (PWI), besides, providing technical assistance in welding related activities to PAEC's program of national importance is delivering significantly in human resource development needed for the national industry by holding training and certification courses in latest welding techniques. The individuals trained by this institute are now serving in various industries across the country and have opened their own training centres in welding thus multiplying PAEC’s efforts in this regard. 

A landmark event of PWI in its program to provide welding training/ certification was the holding of the 100th training course titled “Welding Inspector Level-II”, which was concluded on August 07, 2008, by Mr. Ghulam Nabi, Member (Technical), PAEC. 

Mr. Ghulam Nabi, in his address to the concluding ceremony, eulogized the efforts of PWI & inspired the management to work as a synonym of quality & reliability. Receiving an instant applause from audience and particularly the course participants, he said that achievements made by PAEC will be recorded in the annals of history. He advised the course participants to serve the PAEC and the nation with their skills, perseverance and hard work . At the end, certificates were


 distributed to the participants of 100th training course “Welding Inspector Level-II”.

During the course of the century of these training courses, PWI has trained 1450 persons in different disciplines of welding, coming from more than 82 industrial concerns of the country.

The conclusion of the above training course in welding coincided with the inauguration of another welding training program initiated by PAEC for its own needs. In the 1st training course, 2 batches of welders, 15 each, have been inducted and after successful completion of their training, spanning a period of 3 months and 6 months, will be deputed as Tech-I and Tech-IV at various PAEC establishments.

Pakistan Atomic Energy Commission (PAEC) has to its credit a pioneering role in creating human resource development in welding science and technology in the country. PAEC’s contribution in this vital industrial service can be gauged from the fact that the major part of the workforce in this discipline is directly or indirectly trained by its Scientific and Engineering Services Directorate (SES) since 1984 which previously existed as Directorate of Industrial Liaison (DIL) from 1970s. Prior to PAEC initiative of training welders in latest techniques, these services used to be hired by the industry from abroad.

PAEC’s Cancer Hospital NORI holds a Symposium on “Autoimmune Thyroid Diseases”   


A symposium on “Autoimmune Thyroid Diseases” was held at Nuclear Medicine, Oncology & Radiotherapy Institute (NORI), Islamabad on August 13, 2008. Dr. Muhammad Shoaib Shafi, Councilor College of Physicians and Surgeons, Pakistan (CPSP) and Professor of Medicine was the chief guest at the occasion.

Doctors from various PAEC establishments in Islamabad and from different teaching hospitals of Rawalpindi/Islamabad attended the symposium. Dr. Syed Imtiaz Ali (Prof. of


Ophthalmology, Rawalpindi Medical College), Dr. Zahid Shakoor (Prof. of Immunology, Army Medical College, NUST), Dr. K. F. Danish (Surgical Specialist, Islamic International Medical College),Dr. Shahab Fatmi, (PMO, NORI),Dr. Hammad Raza (PMO, PAEC Hospital) and Dr. Zeba Sher (PMO, PAEC Hospital) delivered lectures about different aspects of autoimmune thyroid diseases. 

The chief guest in his address appreciated the services rendered by PAEC’s Cancer Hospitals across the country.
