Prime Minister of Pakistan Syed Yousaf Raza Gilani, in his address to the inaugural session of 34th International Nathiagali Summer College (INSC) on 22 June 2009, said “Our nuclear program is purely of defensive nature. Pakistan has no aggressive designs against any country and remains committed to peaceful co-existence with its neighbors. While supporting the objectives of non-proliferation, it is our firm belief that the developing and small nations must be given unhindered access to the nuclear energy for civilian purposes because they need it more than developed nations to grapple with the issues of poverty, deprivation and backwardness. The major nuclear powers, International Atomic Energy Agency (IAEA) and Nuclear Suppliers  Group (NSG) need to harmonize their policies in this regard with a view to adopt a uniform approach for transfer of nuclear technology for civilian 

purposes to the developing countries in conformity with the right to use Nuclear Technology for peaceful purposes which is one of the three pillars of Nuclear Non-Proliferation Treaty. It should not remain a privilege and prerogative of a chosen few”. 

Emphasizing the role of nuclear energy, he said “Energy is the most important ingredient of economic progress and the answer to its snow-balling needs lies only in the exploitation of the nuclear energy which is the most dependable and perennial source of power. It was this realization that Pakistan decided to develop nuclear energy for peaceful purposes in the mid-fifties of the twentieth century, starting with a nuclear power reactor (KANUPP) at Karachi  and  an  experimental  research reactor  at
Nilore, Islamabad. I feel that the plans by PAEC for 8800 MW nuclear energy by 2030 is well conceived undertaking in view of our energy needs. The government indeed looks up to PAEC to supplement its efforts in tiding over the power crisis through setting up of new power plants.”

The Prime Minister appreciated the PAEC “For establishing research centres in the domain of agriculture, medicine, biotechnology and other scientific disciplines all over the country including Pakistan Institute of Nuclear Science and Technology (PINSTECH) and Pakistan Institute of Engineering and Applied Sciences (PIEAS), which have made a sterling contribution in their respective fields and in dissemination of scientific knowledge. The Scientists of PAEC exhibited unparalleled commitment and dedication to the national cause against heavy odds and obliged the nation by achieving nuclear parity with India. The Pakistani nation will ever remain grateful and indebted to the Scientists of PAEC for their achievement in the field of nuclear energy for peaceful purposes as well the nuclear weapons program”.
